Request for Proposals: Investment Management Services Delivered to the Philadelphia City Fund

Proposals must be received no later than 5:00 p.m. EDT (UTC-4) on Friday, March 27, 2026. Submissions must be emailed to cityfundRFP@phila.gov with the subject line “Proposal: PCF Investment Management Services”.  Staff, Finance Committee, or Board members will not respond to calls or emails from individuals or investment management firms.

The Philadelphia City Fund (the “Fund”) is conducting a Request for Proposals for investment management services. The Fund seeks a Consultant that can integrate mission-aligned and regionally focused investment principles into a diversified, multi-asset portfolio. The Fund currently has no one serving in this capacity and seeks these services to ensure that it is benefiting from the most effective and cost-efficient advisory and fund management support consistent with its forthcoming Investment Policy.
